The Process of Creating Usenet Newsgroups

The USENET is a distributed system, which means no one is responsible for rule making over the whole system. However, there is a group of people which acts as administrators. They are known as the Big 8 Management Board that controls the creation and deletion of newsgroups over Big 8 hierarchy, and on the Five Alternative hierarchies. A specific process that users have to go through to create their own newsgroup is needed and generally with a good reason behind it. There are already thousands of existing groups within the major hierarchies, so most of the users needs are already catered from the different existing groups.
